Certain enterprises were under the control of practically a single "commercial conglomerate", that has ties with the First Lady of the Republic of Uzbekistan.

However, those who have once come into contact with the actions of FNPZ or Kizilkumtsement tell stories about the permissive behavior of him and his "team".
One of these, who wished to remain anonymous, described the usual methods of pressuring used on those who disagreed to pay the proposed percentages and own calculations of Akbar's "team" based on product deliveries from the aforementioned state enterprises.
